Sports betting became regulated in Maryland through voter referendum during the November 2020 elections. As a result of the referendum, the Maryland legislature was obligated to pass a sports betting bill, HB 940, which Governor Larry Hogan subsequently signed on May 18, 2021. The Maryland Lottery and Gaming Control Agency then issued official regulations for sports betting on July 15, 2021. Maryland sports betting is subject to a 15% tax on gross gaming revenue. The Maryland sports betting market is open to individuals that are 21 years of age or older. While HB 940 created several Maryland-regulated sportsbooks, overseas-based online sportsbooks are also legal and available for sports bettors of Maryland.

Maryland Sports Betting Bills

HB940 – Officially regulated both retail and online sports betting in Maryland. Was signed by Gov. Larry Hogan on May 18, 2021.
SB4 – Would have regulated sports betting and allow the Maryland Lottery and Gaming Control Commission to issue sports wagering licenses.
SB58 – Would have regulated sports betting – if approved via voter referendum – and required sports betting tax revenue to be allocated to “dedicated purposes”.
HB225 – Would have regulated sports betting, including online sports betting. Video Lottery Operators and thoroughbred horse racing tracks would be permitted to apply for sports wagering licenses. It was contingent on the passage of a sister bill, HB 169.
HB1014 – Would have regulated sports betting and allow the Maryland Lottery and Gaming Control Commission to issue sports betting licenses. Since the bill was drafted prior to the overturning of PASPA by the Supreme Court, the bill included language that required PASPA to be altered for the bill to take effect. Would have also required voter approval through referendum.
