The boats would have been able to have up to three “skins” while pro sports teams would’ve been able to license their own sports betting app. The minimum sports betting age would have been 21 and sportsbooks would be taxed at 10% of revenue. Last heard in the Senate Appropriations Committee on March 9, this bill would never receive another vote on the Senate Floor.

SB 1061 – This sports betting bill was word for word the same as SB 1046. Sponsored by Senator Tony Luetkemeyer, SB 1061 was also last heard in the same committee on March 9.

SB 643 – Slightly different from the two aforementioned bills, SB 643 would have legalized remote registration but have put limits on mobile sports betting. Similar to how Mississippi operates, online sports betting would have only been permitted on certain grounds of licensed operators, not from anywhere in the state. Esports were explicitly included in this measure. The tax rate would be higher (21%), though the lack of availability would have likely brought in less money overall. Still, the measure was last heard on March 9 in the same Senate Appropriations Committee meeting without ever getting voted on again.

SB 764 – As a mold between all three bills, SB 764 would have permitted sportsbooks on casino cruises, through a limited mobile book, as well through online sportsbooks throughout Missouri. Though no mention of the pro teams’ involvement or esports betting in Missouri was made, sportsbooks would have seen a tax of 6.25% of revenue. Similar to most of the other sports betting bills in Missouri in 2022, SB 764 was never explicitly vetoed, it was simply left hanging ever since January.

HB 1666 – Failing to be heard in a late February hearing, HB 1666 hadn’t advanced since January when it was referred to the House Special Committee on Public Policy. In Representative Phil Christofanelli’s bill, the goal was to modify the definition of “games of skill” in the Missouri Code. This Bill had the breakdown for permitting land-based and online sportsbooks in MO.

HB 2144 – Coming out of the gates swinging, HB 2144 was introduced, read the first time, and the second time all in the span of three days. However, that was in the first week of January and no action after that was ever taken. Sponsored by Representative Jim Murphy, HB 2144 would have explicitly regulated esports betting, while allowing for both online and land-based sports betting and taxed sportsbooks at a 6.75% rate.
