The legally binding reason why Hard Rock doesn’t have college prop betting is because it’s clearly stated in the Florida Gaming Compact. In exchange for a Florida sports betting monopoly, the Seminole Tribe can’t offer any prop bets on college sports, including football.
The Compact provides a definition of sports betting that includes wagering options authorized by the Seminole Tribe that follows with “but not including propositional bets on such collegiate sport or event.” However, since Bovada and other internationally-licensed sportsbooks are regulated elsewhere and not by the state of Florida, they can legally offer college prop bets in the state.
