RICHMOND, Va. – Before official sports wagering launches in Virginia, the state’s lottery board was to release initial sports betting regulations to the public.

This happened on Wednesday, as the Lottery Board set the framework for Virginia sports betting that will be viewed publicly until Sept. 15. This will allow the public to have a significant amount of time to comment on what has been proposed.

“The General Assembly was clear in its expectations for the Lottery to build a regulatory framework around sports betting on an expedited timeline, and we are committed to adopting responsible rules of the road in a timely and transparent way,” said Kevin Hall, Lottery Executive Director

On July 1, lawmakers enacted the sports wagering laws and allowed the Virginia Lottery to begin the process creating rules and regulations for how VA will enter into the sports betting market.

The legal sports betting legislation passed in April and permits placing wagers on most professional and college leagues. All bets on games that feature Virginia college and university teams are prohibited.

The law outlines that the Lottery will issue up to 12 licenses for sports betting platforms that are mobile-only.

Bettors in Virginia have to be at least 21 to legally place a sports wager online or through any mobile platform.

The Lottery’s preliminary review of proposed casino locations that will feature in-person sportsbooks in Bristol, Danville, Norfolk, and Portsmouth is complete. However, the approval of these locations will be voted on in November.

If all goes as planned, the first legal bet will be offered in Virginia in January 2021.
