COLUMBUS, S.C. – Democrat Representative J. Todd Rutherford has proposed a legal sports betting bill for South Carolina and the bill could be discussed as soon as January 10.

South Carolina Not Just Pushing for Legal Sports Betting

This proposal by the House minority leader mentioned that the bill would legalize professional sports betting, parimutuel horse betting, and even online casino gaming.

With both North Carolina and Georgia not having any legal online gambling, this bill is proposing a big step for South Carolina. While online legal sports betting has been spreading across the US, there are only six current states that offer online casinos, with SC having the chance to be the seventh in 2023.

This proposal mentions that legal online casino play would allow both games of skill and games of luck through electronic machines to be available at SC online casino apps. This would allow table games and slot machines to be regulated in the state and be played from a mobile app.

Where Would the Money Go?

The proposal does not break down how a legal gambling tax would be enforced by percentage but does mention that the revenue would go into the city for road/bridge repair and general construction. There was an online sports betting proposal back in April 2022, House Bill 5277, that failed to pass but did mention a 10% tax on the gross wagering receipts.

This bill was co-sponsored by Rutherford, leaving room to believe that this new bill for 2023 could have some of the same ideologies for taxing sports betting in South Carolina.

Will South Carolina Have Legal College Sports Betting?

This new online betting bill proposal does not mention college sports betting but the April proposal did. As Rutherford has expressed support for legal college sports betting in the previous proposal that he has co-sponsored, it would be unlikely for this new bill to not include college sports.
