- Tribal gaming compact negotiations in North Dakota are happening.
- The tribes are pushing for online gambling exclusivity for state-wide sportsbooks.
- The legislature could regulate online sports betting if the compact doesn’t see changes.
BISMARCK, N.D. – North Dakota’s five tribes seek exclusivity of online sports betting.
With a handful of sportsbooks in ND live, the North Dakota gaming compact expires at the end of the year. With negotiations already current, not much context comes from reports.
Still, the movement toward online sports betting in North Dakota is imminent. Last year, the legislature was a vote away from approving HCR 3032.
HCR 3032 would have given approval from residents to regulate sports betting. Seeing approval in the House 70 to 24, the Senate missed adopting the measure 24 to 23.
But, the focus to get North Dakota sportsbooks online becomes the drive before the year ends.
Making The Changes
It comes in the hands of Governor Doug Burgum. Only he, with approval from the tribes, has the power to change the gaming compact.
The relationship between “strained” parties doesn’t provide much to the public. With ongoing negotiations, Governor Burgum wouldn’t comment, per spokesman Mike Nowatzki.
This push comes as tribes blame electronic pull tabs from hurting their business… something in approval due to Governor Burgum signing a measure in 2017.
For now, the gaming proposal is still a draft. Estimates say almost 150,000 North Dakota bettors wager over $350 million each year.
Representative Michael Howe expressed a positive future change. Failure to see the compact approved before the year ends doesn’t rule out the expansion. Expecting a bill like HCR 3032 next session, Howe remains pro online ND sports betting.
“I think the average North Dakotan who enjoys sports wagering isn’t concerned where the tax revenue is going.”
For this proposal, Oct 21 is the date scheduled for a public hearing on the final proposal.
